Route 15 improvements are divided into the following phases:

  • Phase 1: Roadway between Battlefield Parkway and Montresor Road.  Improvements may include widening to four lanes with 8ft-wide shoulders.  Traffic control solutions to be installed/modified may include the 1.) King Street Merge to US 15; 2.) White’s Ferry Road; and 3.) Montresor Road.
            Description: 4 lanes from Battlefield Parkway to a point near, at or past Montresor Road
            Timeline: 10 years
            Funding: Funded (approx. $81M – $54M Northern Virginia Transportation Authority (NVTA); $27M Loudoun County)                         
            Final Concept Design: To be presented to the Loudoun County Board of Supervisors in September 2018
  • Phase 2: Montresor Road to the Village of Lucketts. There is currently two concept proposals labeled “Concept A” and “Concept B”.  Both concepts propose only one improvement north of the Village of Lucketts – install a traffic light at Lovetsville Road.

            Concept A maintains the current 2-lane highway north of Montresor Road with 3 added roundabouts and a Western Bypass around the Village of Lucketts.  

            Concept B proposes a 4-lane highway north of Montresor Road with 3 added roundabouts and a Western Bypass around the Village of Lucketts.

  • Missing Phase: Improvements from Lucketts to Point of Rocks Bridge (over 4.5 miles).  There are no meaningful improvements to safety and congestion beyond Lucketts, except for installing a traffic light at Lovettsville Road (under Concepts A & B).  There are neither plans for shoulders nor widening.  The Annual Average Week Day Traffic (AAWDT) at the Point of Rocks Bridge is 21,000 as of 2017 (up from 18,000 in 2012).  Further, the Average Annual Growth Rate for AAWDT for the last 5 years is over 3% per year.
